Thanks to the help of parmeet, the author of the download script I use (www.phpwiz.net), the link to the topic has been reimplemented for each file.
This allows you to quickly find the file's post in the forums and to comment on it.
The problem was a limitation in the setting used for the topic column in the database. It was set to use tinyint (4), but that only allowed it to count to 127. Changing it to int (8), allows it to count much higher (I forget exactly how high, but high enough that I should not have to worry about this problem ever again 
).
Sorry I had to remove it temporarily, but it's back! Enjoy!
