How 2 build system tray/taskbar reflecting wallpaper

I am trying to build a style xp theme with a system tray/taskbar that is hidden/stay on top that can take up 1/2 the screen as it comes up. But I want it to reflect the desktop wallpaper. Has anyone seen any software or util that XP sp2 can use to do this. Any help is Greatly Apreciated. I am at a loss to reproduce what I have seen on the web.
